Andhra Pradesh to Shine on Global Cultural Map with ICCR MoU

ICCR and Government of Andhra Pradesh Sign Historic MOU to Advance Cultural Diplomacy and Global Artistic Collaboration.
In a landmark initiative that underscores India’s enduring commitment to cultural diplomacy, the Indian Council for Cultural Relations (ICCR) and the Government of Andhra Pradesh (GoAP) have signed a long-awaited Memorandum of Understanding (MoU) aimed at fostering international cultural cooperation and amplifying Andhra Pradesh’s presence on the global cultural map.
The MoU was formally signed by Mrs. Manisha Swami, Joint Secretary, Ministry of External Affairs and Deputy Director General, ICCR, and Mr. Mallikarjuna Rao, Director of Culture, Government of Andhra Pradesh. The ceremony was graced by the presence of Mrs. Nandini Singla, Director General, ICCR, and Dr. Arja Srikanth, Commissioner, AP Bhavan, New Delhi.
This milestone reflects the dynamic vision of the present Andhra Pradesh government to rejuvenate the state’s cultural institutions and strengthen international cultural linkages.
Andhra Pradesh, a custodian of India’s intangible cultural heritage, boasts a legacy enriched by classical traditions such as Kuchipudi—one of India’s eight classical dance forms—and a vibrant spectrum of folk arts, crafts, and oral traditions.
Through this strategic MoU, the state is poised to unlock new platforms for its artists, scholars, and cultural ambassadors to participate in international exchanges, residencies, exhibitions, and performances. Simultaneously, it will welcome artists, cultural delegations, and students from around the world to engage meaningfully with Andhra Pradesh’s living traditions.
Key highlights of the MoU include:
• Curating collaborative performances by foreign artists across cities and cultural hubs in Andhra Pradesh.
• Organizing joint visual art exhibitions, artist residencies, and creative workshops involving both Indian and international artists.
• Facilitating foreign cultural troupes’ participation in Andhra Pradesh’s major cultural and tourism festivals.
• Promoting cultural tourism through curated tours and experiential camps for foreign students and scholars.
• Recommending distinguished state artists and groups for ICCR empanelment, ensuring their representation on global stages.
• Developing a comprehensive digital database of visual and performing artists to support future collaborations and programming.
• Encouraging foreign student enrollment in Andhra Pradesh’s universities with cultural orientation and support programs for academic and social integration.
The MoU also outlines a vision for flagship events such as the India International Dance Festival, the Ramayana Festival, Folk and Tribal Arts Festivals, and Jazz collaborations—placing Andhra Pradesh at the heart of global artistic dialogue and exchange.
Speaking on the occasion, Mrs. Nandini Singla, Director General, ICCR, expressed wholehearted support for Andhra Pradesh’s cultural endeavors, assuring extensive cooperation in facilitating international cultural exposure for the state’s artists. She also announced ICCR’s intent to consider establishing a Regional Office in Andhra Pradesh to deepen institutional collaboration and operational outreach.
Dr. Arja Srikanth, Commissioner, AP Bhavan, emphasized, “This MoU is not merely a formal agreement—it is a cultural charter. It reflects Andhra Pradesh’s resolve to invest in the power of culture as a medium of diplomacy, development, and identity. Through this partnership, we are opening global gateways for our artists and preserving our cultural legacy for future generations.”
This collaborative framework between ICCR and GoAP is a visionary step toward institutionalizing cultural diplomacy, nurturing artistic talent, and building enduring cultural bridges between India and the world.
